Vladimir Putin offered the use of Azerbaijan to be a base for the radar system that will serve as a warning incase any rogue nations fired missiles at Europe, this is a more acceptable option for Russia who tend to get a bit jumpy when the US wants to point missiles in their direction and close by like the time they got JFK to remove his missiles from the base in Turkey.
